What’s next for California Democrats after Mueller’s no-collusion conclusion?

As President Trump and his allies celebrated the end of special counsel Robert Mueller’s investigation into Russian influence into the 2016 election, California Democrats in key leadership positions were faced with a choice: double down on digging into the Trump-Russia ties, or pivot to other issues.

The no-collusion conclusion of Mueller’s report — as summarized by Attorney General Bob Barr on Sunday — reverberated through Democratic circles and on the presidential campaign trail, with congressional leaders like Intelligence Committee Chair Rep. Adam Schiff, D-Los Angeles, demanding to see the full report and suggesting they were far from done with inquiries into Trump and Russia.

House leaders prepared to call Barr to testify about his decisions, and East Bay Rep. Eric Swalwell said the committee could also call Mueller himself to get as many details as possible about his investigation.

“This is just the beginning,” Swalwell told ABC News.

But some observers said it would make more sense for the party to move on from the Trump-Russia scandal that has captivated Washington, something that House Speaker Nancy Pelosi may find challenging as she tries to unify a restless House majority.

“Democrats, while justified in asking for more details, are going to really risk looking like sore losers,” said Jessica Levinson, a Loyola Law professor. “Fairly or not, what they need to do is pivot from ‘we have a corrupt president’ to ‘here’s how I’m going to make your life better.’”

It’s unclear how much of the Mueller report will come to light publicly. The House voted unanimously earlier this month for it to be released, and Trump has suggested he wouldn’t be opposed to that. But legal rules about grand jury evidence could block some of the material from coming out through official channels.

Meanwhile, Trump, his family and his associates all still face a variety of other investigations into their conduct, from campaign finance issues to his businesses to his inaugural fund.

But Republicans have already shown that they’re ready to go on offense and use the Mueller report against Democrats. Trump’s re-election campaign released a video ad this weekend highlighting past TV clips of congressional leaders like Swalwell and Schiff talking about how they believed there was evidence of collusion between the president’s campaign and Russian operatives.

On Facebook, a joint fundraising committee between Trump’s re-election campaign and the Republican National Convention started running ads urging supporters to “get your official witch hunt gear,” including t-shirts and mugs emblazoned with Trump’s tweets attacking the investigation.

“There’s been a cloud hanging over this administration, unjustifiably with these false allegations for two and a half years, and now it’s gone,” said Harmeet Dhillon, a Republican National Committeewoman for California. “Democrats really overreached in pushing this narrative, and now it’s injected huge energy into the Republican base.”

On the presidential campaign trail this weekend, California Sen. Kamala Harris and her fellow Democratic candidates called for the full report to be released.

“The American public deserves transparency and accountability and the Mueller report must be made public for a full accounting of what happened,” Harris said at a rally in Atlanta.

But she and the other White House hopefuls haven’t made the Russia collusion angle a centerpiece of their cases against Trump. Instead, the Democratic primary so far has been about issues like health care, income inequality and racial justice, and the candidates have been more likely to attack the president over his immigration policy or tax cut bill than the purported ties to Moscow that have consumed hours of cable news.

“When I go to these campaign events, I hear about health care and climate change way more than I hear about Russia or Trump,” said Sean Bagniewski, the chair of the Polk County Democrats in Des Moines, Iowa, which is ground zero for the primary campaign. “The candidates mention Donald Trump once or twice for applause lines, but 95 percent of their speeches aren’t about him.”

Swalwell, who has seen a rise to national prominence thanks to his near-daily TV appearances discussing the Trump-Russia issue, is also considering running for president, and the Mueller conclusion seems likely to diminish one of his signature talking points. His decision on whether to run is expected in the next few weeks.

Still, the new Democratic majority in the House of Representatives has plenty of other opportunities to exercise their subpoena muscles. Already, they’ve launched investigations on everything from the administration’s policy of separating migrant families at the border to conflicts of interest at the Environmental Protection Agency or the Interior Department — which have been so far drowned out by talk about Russia and Trump.

“These congressional investigations shouldn’t just focus on the shiny objects in Trump Tower, there’s an entire bureaucracy out there that needs oversight,” said Jack Pitney, a politics professor at Claremont McKenna College.

Meanwhile, barring any more shocking revelations that could come out from the full Mueller report or the other ongoing investigations into Trump, the prospect of the House impeaching the president before the end of his term seems increasingly unlikely.

Pelosi joined her fellow Democrats in calling for the full Mueller report to be made public. But she also signaled that she was focused on bread and butter issues: On Tuesday, she’s scheduled to unveil legislation to tackle health care costs and protect people with pre-existing conditions.

Ironically, the San Francisco Democrat and longtime target of Trump supporters has worked to tamp down a rush to impeachment and likely had her position bolstered by the release of the Mueller report summary.

“It’s a vindication for Nancy Pelosi, and now she looks prudent,” Pitney said. “She was around during the Clinton impeachment, and witnessed how that backfired on the Republicans.”
