MANILA, Philippines – The low-pressure area (LPA) east of Mindanao has developed into Tropical Depression Verbana at 2 a.m. on Monday, the state weather bureau said. In its 5 a.m. bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said Verbena was last spotted some 330 kilometers east of Surigao City, Surigao del Norte.
