NYS top watchdog gets primary challenge from school phone ban Democratic advocate

Democrat Raj Goyle, founder of the group Phone Free New York that successfully pushed for a ban on mobile devices in classrooms, announced his candidacy for state comptroller Monday in a bid to topple longtime incumbent Tom DiNapoli.
