Arkansas lawmaker's plan tightens abortion ban to 18 weeks

A Republican lawmaker in Arkansas, which has some of the strictest abortion prohibitions in the country, wants the state to go even further with a measure that would prohibit the procedure 18 weeks into a pregnancy.
