Mayor Carter's St. Paul budget includes levy increase

St. Paul Mayor Melvin Carter's proposed 2020 budget includes more than $20 million to resurface and reconstruct the city's crumbling streets, including eliminating traffic on a portion of Ayd Mill Road to make space for a dedicated bikeway.
