Proposal would tax Minnesota farmers to help pay for cleanup of nitrate pollution

Last year, the E.P.A. called out nitrate pollution, largely from agriculture, in southeastern Minnesota. Now a bill to raise taxes on fertilizer is moving through the Lgislature.
