Barcelona and club president Joan Laporta are desperate to offload several players this summer in order to finance a new contract for Lionel Messi.
Laporta, who inherited £1bn debt when he replaced Josep Bartomeu at the Nou Camp, also needs to reduce the wage bill significantly.
New signings Sergio Aguero, Eric Garcia and Memphis Depay cannot be registered until Barcelona comply with La Liga’s strict salary limit.
Junior Firpo, Jean-Clair Todibo and Carles Alena have all been sold but Coutinho and several others could be next.

The Brazilian talent pockets around £240,000-a-week and still has two years remaining on his contract, which expires in June 2023.
The 29-year-old missed the Copa America having undergone surgery on a meniscal cyst on his left knee.
However, there’s still plenty of interest from European clubs and Barcelona are prepared to accept a bargain fee of around £20m.
Wolves are the frontrunners in Sky Bet’s betting market at 7/4 having already loaned Francisco Trincao from Barca.
AC Milan are a distant second at 9/1 with Leicester and Coutinho’s former boss Brendan Rodgers a fraction back at 10s.
Everton are further behind in the betting market at 12/1.
The Toffees are looking to bolster their ranks ahead of the 2020-21 campaign and Rafa Benitez, who gave Coutinho his debut at Inter Milan, could hand them an advantage.
If he does join the blue half of Merseyside, Coutinho would join a small list of players to have played for both Liverpool and Everton in the Premier League era.
David Burrows, Don Hutchinson, Nick Barmby, Abel Xavier and Sander Westerveld were the five who crossed the divide.
Liverpool and Ligue 1 outfit Marseille are locked together at 14s with Paris Saint-Germain available at 18/1.
North London duo Arsenal and Tottenham are both priced at 20/1.
