A car turns left across three lanes and takes out two scooters in the process and just takes off. A scooter driver who witnessed it chases the car down and gets the driver to stop. The driver ended up waiting for the police. I'm sure that the other scooter drivers that were arriving helped him decide not to run. *Note loud beeping*
