Ask any of Maryland's Super Lawyers or experienced lawyers in a manner that won't compromise their working abilities which are the worst courts in Maryland and all will agree: Harford District Court and Harford Circuit Court. If you ever witnessed the goings on in either of these so-called Clown World Courts then you will know why they are all saying the same thing.
The latest example from Clown World Courts occurred on 20 February 2018 and involves Magistrate Moore (aka Mr. Moron). A redacted copy of the transcript involving an absolute disgrace of a Harford Circuit Court of Maryland Magistrate has been attached for review.
Let's look at the facts! Magistrate Moore is clearly not above dereliction of duty. He has direct knowledge of $500,000 being stolen from an Educational and Medical Trust Fund for a disabled child and refuses to forward the case to the Maryland State's Attorney Office for investigation and prosecution. To anyone with knowledge of Maryland's Clown World Court it should come as no shock that a Magistrate would blatantly commit dereliction of duty. Why? Simply put, there is no accountability for Maryland judicial members of any sort.
Not to be outdone with dereliction of duty, Magistrate Moore went on to intimidate and coerce the Defendant claiming, my court "will be run in accordance with the way that I choose it to be run" which is in total blatant disregard for the spirit of the law and due process. BTW Mr. Moron, it's not your Court, it's the People's Court and it seems like you aren't the only person working in Maryland's Court that has forgotten that critical lesson.
Of course, Magistrate Moore's pomposity was quickly outdone when he conducted a scheduling hearing instead of the scheduled postponement hearing for which the Defendant was unprepared for. The Magistrate then proceeded to prevent the Plaintiff from providing the Defendant with case related information during the hearing.
In all likelihood, Magistrate Moore was biased as a result of the Harford Circuit Court's Judges and Magistrates having a long-standing tradition of conducting ex-parte meetings with legal counsel while denying any pro-se party an opportunity to meet with them to ensure a level playing field in Court during a scheduled hearing. Not to mention that many Judges and Magistrates are close friends that often socialize with members of the legal community.
While it would be easy to conclude that Magistrate Moore's behavior was arbitrary and/or capricious during this hearing, the fact that he refused to postpone the hearing and move forward with an unplanned scheduling hearing clearly shows Magistrate Moore's bias in this case.
To those who think this was an anomaly, I would strongly urge that you visit Harford County's District and Circuit Courts and learn the truth for yourself. You might be shocked to realize that some of the finest Clown World Courts are right here in Maryland.
