Assad has moved his assets by now - the chemical weapon facility, airbases and other important targets are all empty too. US and co will only hit concrete, the destroyed buildings can be rebuilt in a short time with Russian and Iranian money. When it's not your kids dying there, then it's an easy decision to do nothing.
