The Telegram war escalated after Telegram refused to provide an encryption back door to Russia's spying service, even though they received a rubber-stamped court order. As Telegram uses numerous gateway services for bypassing blocks, the number of banned IP addresses specifically related to this case have topped 19 Million!

It's an insane move is driven by the same zeal for control and censorship that communist (and communist-minded) dictators in countries like Cuba, North Korea, China and the USSR have made a staple of their daily activities.
No.. there is no such aggressive extra-judicial censorship. Even though many governments in the first world have tried to implement such controls, they have been judicially blocked. In Russia, the government has totalitarian control over the court, therefore any move the government wants to take is blindly rubber-stamped. A lack of any kind of intelligent review into the plan ends up getting half the internet blocked.
