Unlike the one before itdeals more single-target harm
If you are running a Storm construct, or some other build I'm not sure about the sigils, you want maximum Effect. That harm is nuts and the cooldown is while using Storm Sigil practically halved. Reason I'd avoid Elemental Potency is cause I think at maximum level it is a 20 second enthusiast there is 40 moments there wherever your assault isn't being promoted, whereas using Blade Mastery it's on all of the time.
