The answer to this question is pretty simple! It`s Somalia! You can`t take a step without bribing someone in this country. Ongoing instability, corruption, nepotism, and kleptocracy do not provide a stable environment for development. From the end of the 1980s, Somalia has been stuck in an endless civil war.

Moreover, the police force is paid by these criminal families. Consequently, violent gang groups suffer no repercussion if they kill and murder people.
#3. Army
The main force in Somalia is the Army. People have dreams of becoming military personnel as they have a systematical funding from the government. Still, the Army leaders use their troops to obtain greater funding. Moreover, nepotism in army ranks is not a joke in Somalia. The President of Somalia was forced to replace the Chief of Armed forces due to provision machinations with army personnel food rations in 2015.

You can`t see any institutions that can regulate the market in Somalia. The country’s institutions have not been rebuilt since 1991. If there is no control over the market, then you can`t expect a fair competition in Somalia. The economy is controlled by the line of patronage networks linked to Somalia`s elites.

There is no official tax administration in Somalia. Although, small business owners have to pay taxes to the local gangs for protection. The government does not have a tax system for its citizens. Therefore, they tend to make diplomatic connections with warlords. These warlords have their unique tax regimes in the regions.

All natural resources are in private custody of the elite government groups. There is no license system for extracting natural resources in the country. UN monitoring groups can`t bear the great number of fraud schemes in this sector of the economy. Even if the constitution of Somalia nominally protects the freedoms of speech – it`s not true in reality. UN constantly reports about freedom of speech violations. Life of civil society activists is in constant danger. Various warlords and elite government groups constantly threaten people who want to oppose them.
