TORONTO (Reuters) - Telephone scammers have begun to target refugees in Canada with extortion schemes by posing as government employees and threatening them with arrest or deportation unless they immediately wire money, Canadian authorities said.
With complaints to Canada's government surging, law enforcement officials last week warned that the scammers were taking aim at immigrants and refugees.

(Reuters) - Wayne County, home to Detroit, Michigan, ended fiscal 2015 with a general fund budget surplus for the first time in eight years, the county executive announced on Tuesday.
The comprehensive annual financial report for the county, which was placed under state oversight last year, showed a $5.7 million surplus for the fiscal year that ended Sept. 30, according to County Executive Warren Evans.

(Reuters) - San Francisco could become the first U.S. city to mandate fully paid parental leave, requiring employers to shoulder a substantial portion of the burden and far exceeding the benefits provided by California and other states and cities.

(AP) — A Senate budget panel has approved a funding increase for public universities while voting to block money from going to Planned Parenthood. The Senate Appropriations Committee on Tuesday endorsed a budget plan that would provide an additional $56 million in performance funding for universities, an increase of about 6 percent.
Donald Trump got massive bipartisan backlash last week for saying that women who have abortions should face "some form of punishment." That's not a popular idea with either anti-abortion or pro-choice activists, so his campaign had to clarify that Trump in fact believes doctors, not women, should face criminal punishment if abortion is outlawed.
