Chief Minister Andrew Barr all-but abandons Fluffy board of inquiry

Chief Minister Andrew Barr has all-but abandoned a full board of inquiry into the Fluffy affair, saying he had failed to win the support of the Commonwealth or NSW and won't do it without them.
