The 'dustbin scam' came to light when Himanshu Love, a city-based social activist, met the mayor and told him the GMC has bought dustbins from the funds made available under the central government's Swachh Bharat Abhiyan scheme at Rs 9,000 a piece, which is about three times the market price.
