Four times Constatin Deaconu has been caught setting homes on fire. Twice the Bellevue man has been sent to a state mental hospital after being acquitted due to insanity. As it turns out, Deaconu lights fires when he's not well. Any guesses as to what Deaconu, 53, is accused of now?
