Appeals court to consider Minnesota Sex Offender Program

MINNEAPOLIS (AP) — A federal appeals court will hear oral arguments Tuesday on whether Minnesota's program that keeps sex offenders confined indefinitely after they complete their prison sentences is unconstitutional and needs to be reformed.
