The 2016 presidential election has re-opened the discussion on torture. In the past, the CIA has used enhanced interrogation techniques, but Congress and President Obama banned those practices. Renee Montagne talks to former Democratic Representative Jane Harman about the possibility of forms of torture now illegal in the U.S. being authorized by a future White House. Harman now heads the Woodrow Wilson Center.
