Iraq border town freed from militants now isolated by war

RABIA, Iraq - Outside the police station, Iraqi men in robes and headscarves wait for permits to leave the dusty border town of Rabia, which was wrested from the Islamic State group 18 months ago but remains isolated and impoverished by the battle lines drawn around it.
