Judge: 'Debtors' prison' lawsuit to proceed in New Orleans

NEW ORLEANS - A federal judge has cleared the way for a trial in a lawsuit that claims New Orleans' criminal court functions as an unconstitutional "debtors' prison" for jailing people who cannot afford to pay court fees.
