The Walking Dead: What to Expect in the Second Half of Season 7

Sure, Negan could be featured in flashbacks -- though The Walking Dead is very light on flashbacks -- or other storytelling trickery, but it's doubtful.

Negan has also become an anti-folk hero of sorts to some, his heinousness drawing comparisons to *gulp* Donald Trump and Morgan's swaggery performance already earning him award nominations.

[...] because The Walking Dead doesn't seem to be in a hurry to get anywhere, a lengthy stay by Negan makes a lot of sense.

If half of Season 7 was spent showing the extent of Negan's terror, then the second half could easily be filled up with Rick's efforts to gather the tribes together to take Negan out.

Rosita (Christian Serratos) may be brave enough to take on Negan with a single bullet, but most people with a half a brain won't be.

Maybe Negan's plan of preferring to turn people who hate him into loyal servants instead of bringing on sycophantic opportunists (sorry, Spencer) isn't such a good idea in the long run.

Though we were meant to think it was the owner of the boat watching his/her twisted game unfold, a theory floating around the internet is that it's the next big enemy from the comics, a group known as the Whisperers.
