FEMA official in Puerto Rico discusses water bottles left on tarmac

Earlier this month, new photos revealed what appeared to be millions of water bottles meant for victims still sitting on a runway in Ceiba, Puerto Rico, more than one year after Hurricane Maria. Justo "Tito" Hernandez, FEMA's deputy federal coordinating officer for response, discusses why there was so much excess water with CBS News correspondent David Begnaud.

While covering Hurricane Maria in 2017, CBS News correspondent David Begnaud met Carmelo Diaz and his wife Bere Padilla. Diaz had been battling ALS for nearly three decades, and was forced to evacuate the island. Begnaud reunited with Diaz in New Orleans where he and his wife now live.
