Minneapolis and St. Paul declared snow emergencies, meaning that vehicles parked on many streets need to be moved so plows can do their jobs. Those who don't follow the snow emergency rules risk having their vehicles ticketed and towed to the impound lot. Both cities get the word out via e-mail, texts, websites and social media. Even so, previous declarations have been followed by hundreds of car owners retrieving their wheels and ponying up payments for towing fees and fines.
Doug Demarest, 42, of Anchorage, died when the Cessna 172 he was flying clipped an office building and slammed into a commercial building Tuesday, according to the FBI. The building that was clipped houses a law firm, Dorsey & Whitney, that employs the pilot's wife, Katherine Demarest, as an attorney. Both are former Minnesotans.

The pilot of a small plane that smashed into a building in downtown Anchorage on Tuesday was not authorized to fly the aircraft used in volunteer search-and-rescue missions, authorities said. 42-year-old Doug Demarest died in the crash.
Residents and businesses can apply for park permits next week.
