EPA chief backtracks on delaying rules reducing emissions
WASHINGTON — One day after getting sued by 15 states, Environmental Protection Agency chief Scott Pruitt reversed his earlier decision to delay implementation of Obama-era rules reducing emissions of smog-causing air pollutants.
