New Confederate flag near Va. toll plaza is part of a different kind of battle plan

Yankees heading to the Outer Banks this summer are in for an extra dollop of Dixie as they near the Chesapeake Expressway toll plaza: an 8-foot-by-8-foot Confederate battle flag, flying atop a 35-foot pole.
