All headguards will do is make matters worse, this is proven in all contact sports and indeed cycling.
Headgear does not work for safer outcomes for participants, this is demonstrably proven globally in sport and even in the workplace. When RIDDOR was introduced and hard hats became enforced injuries in the workplace went up significantly.
Cycling in both professional/competitive and day to day cycling injuries go up, the vulnerable parties have the focus of safety shifted onto them from those doing the harm -that being motorists in the vast majority of incidents. In pro sport deaths have gone up since helmets were made to be worn, crashes and injuries have increased massively.
Boxing, more concussions with headgear, hence the ABA removing them after seeing the horrendous effects of wearing.
Ice Hockey, more head injuries post helmet compulsion, a multi decade study on the effects prove that inury outcomes got worse post helmet rules.
Gridiron, we all know how that has acted to increase the dangers regards brain injury and indeed other injuries because players became even more reckless CTE in US is in the millions due to gridiron, they reduced the concussion numbers by 45% in one season (2018 or 19 I forget which) after they changed the rules regards defenceless players/where you could target, helmets do nothing but increase the risk factor because it induces reckless behaviour.
Cricket, no reduction in deaths/head injuries post compulsory helmet wearing, bouncers still allowed and targetting the head is all okay
Skiing, no improvement in incident/injury rate on piste despite most resorts with a no helmet no ski policy.
Even Canoeing has seen no improvement despite universal wearing.
Headgear in rugby would be a massively bad thing, it ignores the underlying issues that can be changed to lower the chances of concussions, however unless you fundamentally change the sport you cannot eradicate it.
And yes, forcing players to go back on and/or allowing them to go back on and saying they've passed the tests should mean massive fines and staff been summarily dismissed if found to be in breach of those protocols, in fact it should be a criminal offence to do so as the responsible person is directly and knowingly putting the participant in direct harms way with significant chance of serious brain trauma.
