It's been about fifteen years since I ran a team and mine was for adults - I imagine there are some different rules for youngsters RE child protection. My advice would be to get in contact with the league you want to join and see if there is somebody there who can answer all of those questions for you.

I was dealing with Birmingham AFA and there was one bloke who was the main point of contact for all of the managers - if there was anything at all that we needed to know, we would ask him because whatever we did needed to comply with their rules. They encouraged this because they didn't want people getting bad advice or making assumptions and getting things wrong, then finding out halfway through the season that their results are all void. As far as I know, everybody who 'worked for' the league that we encountered was a volunteer and did what they did because they loved the game, therefore they were particularly helpful people.

I could try and answer some of your questions myself but as it was some time ago my knowledge is probably past its sell-by-date. Be aware that it's usually a completely thankless task and the only thing more challenging is being the bloke with the whistle ;)

Any other running costs other than the obvious?

Kit washing, paying the ref, footballs - subs should be set to cover these. League fines should be paid by the players who cause them. Don't let players build up a debt with the club, you won't get it once it builds up and you'll lose the player.
