According to that, Harry had agreed a budget, so on the face of it, he hasn't got anything to complain about. He then goes on to say he hasn't spent much of it, and has had problems getting deals over the line, as he puts it.
So what do we make of that ? Harry shouldn't have any worse problems than any other manager, when negotiating with an outside party.

I'm feeling less and less optimistic about Acquah now. The international duty just caps it off for me.
