Can't believe that as I was told that they are good friends. I have known Steve Cotterill since he took Cheltenham into the Football League. He would be my choice for the job. He has had considerable experience and a lot of success in the game as well as a lot of bad luck. But he is therefore battle hardened and it was him who coached the players for those crucial few matches at the end of last season, whilst Redknapp took all of the credit.

It's way too much aggravation to do on your own & you won't be able to pass the entry criteria of any decent league without the support of something that already exists (based on my experience which is admittedly in London).
Affiliating yourself with a club that is prepared to give you autonomy to run the team yourself should definitely by your plan A.
