Personally I think it would be a good idea. It should limit all the time wasting tactics that ruin a lot of games.
I don't think it will happen anytime soon though as football seems to refuse to learn from other sports. The fact that it still doesn't allow temporary subs for HIA's is ridiculous.

Time wasting is too deeply rooted in the culture of the game for a single man on the field to have any real effect on it.
