Can anyone clarify ? ... if you drive into Birmingham (and out) to pick someone up in the morning ... and then into Birmingham (and out) in the evening ... is it "just" one charge of £8.00 ?

Sister left Brum and moved to the US a few years ago. Came back for a holiday last month (obvs did quarantine etc) and stayed with friends in London.
Messaged me to ask if she could tell the DVLA she lives in my house so's she can keep her UK driving licence.
I said I wasn't sure and she said oh too late already sent the forms off.
New licence in her name c/o my address arrived in the post today.
