I would imagine from the title that it's designed to be a bit more far-reaching in terms of population than one city - would that be a fair assumption? A sort of meg-Yorkshire Post v Bradford Telegraph and Argus?
Incidentally, I agree the Birmingham Mail is poor - it was never as good as, say, the Express and Star or the Manchester Evening News in their respective heydays.
