It's ingrained into him to buy fouls, leave a leg out to get himself caught, win free kicks. Smith is milking it and encouraging it. It'll continue and more players will do it... Hypothetically....
The owners & their main man (Zhao) will want the club to do well. They've spunked £100m and want it back (or a large chunk of it). So they share our desire for success. But they've been let down by their man in Brum Dong who's out of his depth (and that's being kind).
Surely the solution is bleedin obvious:
