Flown back into Birmingham 6 times over the past 8 months, and gone through passport control within 10 minutes every time (usually in much less time), and then never had to wait more than a further 10-15 minutes for luggage, on any occasion.
You were lucky. Couple of weeks back, got to carousel to find message stating 'due to staff shortages, there will be a delay with baggage'. It took 45 minutes, which is only marginally slower than the norm.
That was after 4 of the automatic border gates, refusing to read passports
